Your car is a metallic colour so minimum it's a two stage painting procedure basecoat/clear coat.if you're painter has added hardner to your basecoat his done it wrong!.You have to clear coat the base colour in order for it to shine and to be protected from the elements.
There's a number of reasons the clear coat doesn't shine,it may have had to much thinner added or incorrect hardner added,he may have used single pack clear coat (cheaper),the spray gun canister may not been clean,or his polishing procedure isn't right.
To check his done clear coat you can compound a small area if the colour doesn't transfer on to the cloth it's been clear coated.
If your happy with the colour match you could have it clear coated only but make sure you use a good quality two pack clear coat.
