I am in the process of getting Driving License for Motor Bike and Motor Car, Insha Allah, I will share my journey here.
6th October 2016 - Getting Learner's License:
I went to Nazimabad Driving License Office, Karachi after 9am. I was puzzled where to start from. Then I came to know that, I need photographs and photocopy of my CNIC, there was a canteen full with people, they have photo-copier + camera. I bought pen, learner licence form + a questionnaire (true/false) and had my snapshots from there.
- Photocopy of CNIC
- One or two photographs
- Form ( Rs. 10 or 20 )
There was no table there, so filled the form very difficultly and then asked people where to submit the form, at the information desk, I was told to pay the fee for medical and go to the hall, this fee can be paid on window opposite to canteen, lined up in the queue paid the fee (in between Rs. 200-300).
Went to the hall and came to know that I have to be in queue, I sat there. After a while my name was called at data entry desk. I found random officers coming and asking the guy on data-entry computer to key-punched some forms, I guess these were of those elite people who dont want to be ridiculed being in the queue of common people. Anyways, my data was entered into the system. They asked for my blood group and I responded with my best guess (big mistake, I realized later, if I have to have modifications in the card/data, I will need to pay another Rs. 400). So guys, before going to Driving License, its best to exactly know your blood group, its in your best interest.
Next was a medical test, again a queue, upon my turn I entered into medical test room, where I asked to stand and then go down and then up again. I did so, I passed in medical test, Yuhoo!!!
I dont remember exactly, but either after medical or snapshot, I paid the learner fee, it was around Rs. 250.
Then I go to the room where my snapshot is going to be captured. After few privileged young dudes my turn came and I sat and had this final step, peacefully done.
Finally, I asked a fine guy in the outer hall regarding next step, he informed that, I will have to wait minimum 40-42 days before applying for Permanent License.

14th December 2016 - Permanent License Try #1:
My friend asked me to download Driving License android application, which really helped memorizing the signs and questionnaire, plus the paper-questionnaire provided while buying learner driving license form for my computer based test.
Arrived after 10 am, at information desk, got the token number, went straight to the hall and sat. Same story, a officer would come with some form/paper in hand, the officer on desk would serve him first. A guy in the queue complained and had argument, later I saw that, there were some errors in his form and he asked to come again 
I commit a sin, by remaining silent.
When my name was called, the data entry guy confirmed if my information is correct, I affirmed, he asked me to pay Rs. 2210 (5 years of Motor-Bike + Motor Car License fee).
Next was medical test, I stand in the queue. Upon my turn, I was asked to read the smallest alphabet from my left eye, where I failed to read the letters at extreme ends, but with right eye I was able to read fine, so my medical test marked passed.
Then came the snapshot step, my turn came promptly, sat on chair, had a snapshot, next was to go the test room. Where I was assigned officer Akram, who was relaxing, lying on a chair, because his computer had issues and he was unable to login to his system. An IT guy was called who assisted him, he tried to use his computer, but was unable, so he used another colleague's computer, when I asked for my turn, he asked me to wait. Then I realized he was attempting a young Pathan guy's test, by look, that guy was not even able to write Pashto, let alone Urdu. And English was not his cup of tea at all. Anyways he was passed in computer test, conducted and taken by Mr. Akram. Bravo! Bravo!
I complained to another officer that, Akram is continuously having issues with his computer, and I am waiting since last 15-30 minutes, so assign me someone else. After few more minutes I was called to appear for computer test on another officer's desk. The officer was bit rude, so I responded with same rudeness (Naqd baray shouq se, udhar aglay chowk se). Anyways, I passed that test with 96% score, just one wrong answer, yuhoo yipeee.
I was told that, I have to bring my own car, which I already did, so next was my physical driving test. They gave me gate-pass, and I drove my car and bring into testing ground. The officer assigned for test, asked me to go inside the office again, probably they wanted to prepare test-field for me. After few minutes I was called to appear in ground. I went there, the officer asked me to bring the car near the test-field. When I reached there, he asked me to come out of the car, and explained me the test, I have to bring car in reverse and park in 18 foot area and then have to take out car and go the field at extreme right hand. He told that cameras' are watching and if I touched any cone, I will be considered failed. I affirmed.
Now he was instructing from outside, "hurry up", I tried to turn my neck to reverse the car, (I am driving car since I was 16, I can drive car in reverse on any road, turning my neck), the officer shouted that I should use mirrors and do not turn my neck, I asked him that allow me to turn neck, but he refused, the result was that, I was stucked in nowhere, driving car forward/backward 
he shouted that I have just 5 minutes. Anyways, I was failed, my car touched the cone, the officer called me and showed me that I touched the cone. Then he asked me to drive car out of test field and park and come back to office.
I come back to office after parking the car, I was asked to sign the register where only I was failed
Then I was asked to meet officer Akram one last time, he told that, I can re-appear in test after 42 days, and I will have to pay just Rs. 200 next time and come straight for 2nd try for Physical test, he also asked me what I do (seems bit irrelevant, probably they wanted to judge my financial status).
I admit, the failure was completely mine. The one disadvantage of self-learning such thing is, we are not aware of rules, lol, rules that are followed by none. Though I did asked people in my close network before-hand, none had any clue what they ask to do in Physical Test, because they choose the easiest way out, except one who informed me briefly and he did passed without bribe in first attempt.
Anyways, since then I have been regularly practicing, and getting used to of utilizing mirrors while reversing the car. Until yesterday, I drove to a nearby practicing ground, put stones and made the parking marks, tried couple of times but ultimately realized the need of expert guidance, so just enrolled into New Hassan Driving School for driving.
Some of wise guys out there will think, its better to bribe Rs. 1000-2000 instead of giving Rs. 6500 for 6 hours practical training, to those friends, we all bash system, without realizing that we put each brick into this system. I admit, I am unable to fix whole system, but I will not put the sinful brick, atleast at my part.

30th January 2017 - Permanent License Try #2:
Reached Driving License office Nazimabad, Karachi, at 12:15. First queue was to get the token. Then went into the hall, in the queue, verified data entry. Then went to pay Rs. 450/- fee for re-appearing into the test. After submission, went straight to examination hall, showed the token etc to the officer, he assigned me the officer who will take my Physical Driving Test.
He asked for my car number, and then provided me gate pass. I brought my car into the test-field. The officer was really kind, said that, you are appearing for second time, so I would like you to pass. Explained me what they are going to test again (in detail) and then asked me to start the test.
Instructions provided:
Maximum Time allowed is 5 minutes
Test
#1:- Wear Seat Belt
- Use just mirrors
- The maximum distance once car is parked to the left must be 6 inch, less is good
- We can use reverse and first gears
- Once we are into parking area, we can not take car out
- Finally once car is parked accordingly, drive car out of Test
#1 field, by keeping car in the right lane
Test
#2:- Drive car in forward gear away from Test Field
#2 and stop at specified spot
- Use just mirrors
- Then reverse the car and pass it from the Test Field
#2- Only reverse gear is allowed
Note: Every driving license office have their own physical driving test field design, the above is valid for Nazimabad Driving License Office, Karachi. Also above images are drawn by me as braindump, the Driving License authorities can change it anytime without any notice.
I took bit wide turn while reversing the car at Test #1 field and had constant fear of touching the cones, the result was I failed again I requested officer that I have practiced a lot just give me one more chance and I will park it correctly, he suggested me to not talk, as cameras are watching and officer inside the testing room will assume we are talking about bribe.
Finally after 6th minute, he asked me to get out of the car and explained me, why I failed, it was more than 1 feet distance from right, then asked me to take the car outside and come to the office.
I went to the office, it was 1:05pm (note that their lunch time begin at 1pm), he was bit angry, said that why did not I appeared in medical and have my snapshot? I told him that last time officer Akram asked me to pay the Rs. 200 and come straight for the physical test, he said perhaps Akram misunderstood or didnt explained me clearly, each time I've to pay the fee, appear in the medical test and have my snap shot. Anyways, then another officer took me to have my snapshot and after that, took me to have medical test and finally the officer returned me the documents (my learner license with all pay-slips attached), I asked him, is there any way that I can re-appear anytime sooner (than 42 days), he said no, further he informed, the 42 period will start from tomorrow.
I admit, it was all my fault, I got fear of touching the cones that much that I left 2 feet distance while reversing the car (officer told me). Very angry on my own self.
Whomever I told in my network, they offered assistance that I would have not to pay the bribe they have some connection in the driving license office, but my argument is simple, if bribe is sin then using connections is not good as well. The only reason I desperately want to have driving license is so I can show my license to any officer on road upon asking, and not take advantage of having beard on my face or wasting my 30 minutes or listening to their threats that I would be taken to the police station.
Insha Allah, I will appear for 3rd try in the month of March 2017.
How Disabled person can apply for Learner Driving License?
Anyways, I observed two cases where 2 different people had disabilities, they were asked to write an application to the DSP, when they wrote and presented it to DSP, he recommended them to the local medical officer in the office, who then suggested that, go to Police Services Hospital where medical board will examine and write a recommendation letter that whether they are allowed to drive the car or not. Once they have recommendation in affirmative, they can come to the Driving License office again by following their procedures, may get the Learner Driving License.
