hello guys if someone has very old book type expired Islamabad driving license and that person doesn't want to get it renewed, so is it possible to get new learner permit from Rawalpindi and then proceed to license?

I don't think that is possible, but you can instead get NHMP license.

Is it a linked system I mean if someone having isb license tries to get a rwp license or someone with a rwp license tries to get a isb license how would they know that this person already has a license I'm sure when they enter a person's cnic or other info they get to know if someone already has a license of any province, right?

I don't think that system would be interlinked, we are still in stone age.

You can visit and try it. Or if there is an app, for learning license like in Karachi you can try that too.

so technically it does not exist
you can start from from pindi fresh

means even if somebody takes the old book to isb license office for submitting it now and giving computerized card license, they will not accept it? and probably ask to start fresh with learner permit?

You can also try to go and visit Islamabad driving license office without the book license, and get a new one (without disclosing old one) from there.

yeah but that's of a old relative, I was asking about online facility for myself, I have punjab address so can't get from isb....if there's no way to get learner online then will try after eid the regular way

i went 1 am here in pindi race course
and got renewal in 5 minutes

old book licenses can be verified within 10 years by the District Police office where it was originally issued, The same verified license can be used to obtain new license from within the province of issue.

incase it is more then 10 years old the process has to start from learner's permit, time duration for test to apply for upgrade may be shorter then 90 days. if the book license holder is already a seasoned sensible driver.

Learner permit can be obtained online for punjab

Visit dlims Punjab website, create an account, upload cnic and ur pic, pay the challan by online banking and you'll get pdf of learner permit that u can print out.
