You have to understand that, when you dry dust, you basically are rubbing the dust into your car's paint. Microfiber towels are effective in countering this. When you wash your car, always wash with bumper to bumper direction. Now, back to your idea of spraying water first. If you do that, it would sort of lubricate the surface to stop the scratches. Reccomended would be just to wash it.
