Question 2 : Can we get unpaid duty fee vehicle from market and registered under this scheme

Most of times investor get benefit from these schemes , now after putting some restriction, I think common ppl. can also get benefit from this

but i know a person who had a bad accident and after that his leg was disabled he can walk but speacil shoes and he has a mehran and he wants a vitz due to auto gears i think its time for it

According to my understanding it must be decleared the car is special person friendly with papers to prove so that no duties are imposed.

But to covert a car into friendly car is expensive!
