pieces with dust boots on suspension are tie rods, ball joints, rollbar linkages and strut piston. If the balljoint and tie rods are sloppy even with good intact boots they are worthless.
The rubber bushings on the control arms are replaceable and is a regular part of maintenance as they do eventually tear out which then causes a "crashy ride" Look for proper shops that can do this inspection and repair properly.
Usually by this age, the struts have lost their gas charge but are still ok to use as long as the strut piston reacts ok to movement, The strut hat will be worn out though (weak part on all toyotas, even lexus vehicles). The strut units on all Toyotas weep a bit of oil from their oil seals where the piston emerges out, Its a feature to prevent the seal from wearing out (just like Bilstein items) - If you see a slightly misting of oil then no worry, if you see the strut coated with chunks of crusty oil its bad. (usually from a torn out strut piston boot and worn out piston bump stopper)
