plz check with NUST university in ICT. i believe their mechanical or electrical department offers such kind of courses.
BTW i personally know one of their professors who is an Auto Ginnie, and at every evening he spends time at an auto workshop where he not only teaches but also does many different kinds of experiments on different autos specially who runs in the rally.
One thing i know about him is that he is master for ECU tunning/modifications. Last time when i meet him at the workshop, there was a guy who specially came from Lahore to re-map the ECU of his REVO which he was planning to run in rally.
