ELM327 Bluetooth device unable to connect with OBD2 ECU

I need some guidance.

I have a Civic 2000 with D15B Z7 engine and P2j-003 ECU

As per Wikipedia, the ecu is OBD2

I have purchased an ELM327 bluetooth device and a 3pin to 16 pin converter from Aliexpress.

Now when I connect everything up and use torque app, the device is unable to communicate with ECU. The lights start blinking, so power is not an issue, the car icon on torque app keeps blinking.

It doesn't give any readings

The OBD device is working fine with honda City 2004 model.

What should I do, is there any way to make it work?

First confirm voltages on the DLC connector pins, it might be possible that the DLC connector has a broken wire.

Pre-2001 hondas support K-line communication protocol, K-line read/write option is avaialble on pin 7 of OBD-II device connectors while the conversion cables generally available have this k-line comms support on pin 14. So, please confirm that the cable you have got has the comms wire from 3-pin connector connected with pin 7 of 16-pin connector.
