Buy used in decent condition Piaggio for 35-45k and spend further 25-30k on 200cc water cooled ohv engine. It's proven and rock solid and dirt cheap to maintain and I issue of parts availability.
I m using this combo and have great experience with it.
Only change oil and use proper liquid and make sure fan runs all time. Your bike will remain mostly under 100 °C.
