Excise & Taxation Punjab (Registration)

I bought a new car from a dealership and i am the first owner of that the car.. the car in question is suzuki cultus VXL AGS 2019 and it is of course unregistered.. he told me before selling the car that he can offer me Registration service at no extra cost but there is a problem in Excise & Taxation Punjab that they are not issuing permanent number plates and it can take 1 month or 2 or 6 or 1 year even or it might not come ever and i would have just a challan and a number and i would have to get it made from market and use it as no one has been issued a permanent number plate in last 6 months. Also i might not get the car book or papers ever or i might get them in a few months.. and i would have to drive the car around with the registration challan and show it if i am stopped for not having a permanent number plate.. This seems stupid as all hell as i have paid 2 million for this car and i dont even have proper papers and ownership of this car.. and in the future if i want to sell it.. it's gonna be a bigger issue if i try to sell it.. The dealership in question is Afzal Motos On Jail Road In Lahore.

Well... Apko 2 million rupees khrch krne se phly aik visit excise office ka laga ke maamlat check krne chahie thy. Its a Big amount

Bro its my first experience... I thought it would be simple.. my bike had no issue in regestration and nunber plate when i got it in 2018.. how is a simple person in Pakistan know that the government is lazy... That they have taken Soo much time for a simple thing.. is there any fix ,

Also even if i knew all this.. what was my other option... Don't buy a car?
