I'm no expert but am experienced in travelling to Murree in December. Hope you have a memorable trip.
You will need layers of warm clothes, you must ensure that your car heater is working, you must find a hotel that is centrally heated, you must spend max time in the winter sun to really enjoy the weather outdoors, dont forget to take your camera and selfie stick and enjoy the hot espresso coffee/hot chocolate on the Mall and remember, a trip to Murree is not complete if you dont walk on the Mall holding and enjoying an ice cream cone (must take a selfie to prove it).
If it snows make sure you have chains for your tires, as the road conditions could become slippery and normal tires will not get any traction.
