Fines on Later payment of Token Taxes

I am about to purchase a Islamabad registered 2010 model Toyota Hilux Vigo 2982 c.c registered in year 2016, I have few questions, seller has not paid the token tax on said vehicle since 30th-06-2016.

1. Excise and Taxation offices are closed, so I have no ideas as what will be its token tax till 30th-06-2020 with fines as I need to adjust that from seller.

2. Or what possibly are the fines on late payment of token taxes for Islamabad Registered Vehicles.

Anyone kind enough to calculate the token taxes along with fines for me from 30th-06-16 till
30th-06-2020. Original owner was the non-filer whereas I will be filer and I need to pay those before transferring the vehicle on to my name.

Surely sellers knows how much it would be so agree with seller to pay token for you what ever the amount is because he will have to be present on transfer

download vehicle verification app, enter car registration number, all the information including total token tax payable will show there ..

Tokens will be acording to non filler rate as previous owner was no filler till the time toke are not paid you wont be able to transfer the car in any case tokens has to be paid acoding to non filer rate which is usualy almost double then the filer

Can any one guide me what will be the last date of CAR token tax payment every year or every Bi annuall in Karachi?
