This is an important discussion regarding airbag & seat belts. The car is equiped with impact sensors and car seats have weight sensors inside them. So in case of an impact both impact & weight sensors signal SRS system to deploy the airbag regardless of seatbelt position.

If the seatbelt is ON then what SRS system does is it locks the belt for a few seconds to avoid the driver & passenger fly out of the windshield as the airbags are expected to deploy regardless seat belt is worn or not.

Even though seat belt is not Worn, Airbags should deploy as the SRS system gets signals from Impact sensors & Car Seat Sensors.

My friend had an accident in 2017 civic. Both the driver & passenger were not wearing seat belts but their airbags popped. Luckily they survived the accident & Alhamdulliah doing fine.

by the looks of car the speed was above 120km/h for sure....look the shock absorber and tyre they are apart from the body...

I think if we put our prejudice of "Honda and Toyota" aside, there have been several incidents like this of fires, and we(all Pakistanis) dismiss it and believe one of the following explainations,
1)Irani petrol.
2)fake headlights aka blame Sehgal syndrome.
3) after market fog lamp ya stereo with bad wiring.

If we look at it more logically and asses, only local manufactured higher end(for our market) cars are involved (90% of the time), and only more recently introduced models are involved (city, introduced a while back doesn't have these issues or they aren't reported), hence my theory is that there is a potential localized part/electronic component common to both civic and newer corollas which is the point of failure. Maybe some wiring which isn't pure(heats up and sets fire to insulation)?. The potential point of failure should be somewhere behind the dash board on the drivers side or in the engine bay right in front of the driver, because in 99% of the wreckages we see evidence supporting this and it is also consistent with the report presented here.

So you are saying the cause of fire and airbag not deploying is that the car impacted at 120km/hr ?

The wreckage you see was moved by a crane in the morning , it could have been all broken apart once they draged the dead body.

Regardless of the speed, we dont expect to see car set on fire at impact and certainly would like to see my airbage work in such scenario.

Honda needs to answer these Q’s about their product.
