Yellow transparent paper works fine with normal headlights and I have been using them for years whenever I have to go out in foggy conditions. Most recent was my drive from Mangla to Rawalpindi on 24 Feb 16. Around 9pm the fog rolled in thickly from Mangla Dam and visibility was around 5-7 metres, max! However, my lights were covered with yellow paper and they lit up the road quite ok. From Mangla to Gujar Khan there was thick fog but manageable with speed restricted to max 50-60 kph.
Front fog lights are fine but my only gripe is that they are not powerful enough. Headlights covered with yellow transparent paper give good output and light up the road well. Honda City (present model) original lights have an excellent cut off on low beam and light up the immediate road ahead extremely well.
