No, I don't think Ferrari intentionally switch Kimi and Vettel as the other 2 teams Mercedes and RedBull also use the same strategy for their own leading drivers Bottas and Verstappen. Only difference was Mercedes other driver Hamilton was stuck in the midfield and could not get any advantage of that otherwise Ricciardo also benefits from this strategy.

Even if we assume Ferrari have done it intentionally then there are several reasons for that including the possibility of maximizing the points gain for the Championship leader. As one should not forget Ferrari may very well have to take some penalties in the later stages of the season for engine changes beyond allocations. So they have to make sure that before they take those penalties they have enough buffer between Vettel and Hamilton that those penalties not hurt their Championships chances.

I would not call Honda's decision to take penalty for an engine change as a blunder, as Button is not their main driver he was only substituting for their main driver so this decision allows them to have a new and better engine for their main driver in the upcoming races. The only reason it looked bad was because Jenson was the driver who was affected but if it was any other rookie or less known driver you would not be questioning that decision. Last year in Monaco McLaren take about 95 or 105 grid penalties for 3 engine changes and it was for their regular drivers and the joke was if these penalties are applied in correct manner then McLaren cars could end up just ahead of pole sitter and start/finish line.

Indy 500 Honda blowup was quite different from Honda F1 blowups as in Indy 500 Honda manage to do more then 2 F1 race distances before blowing up where else F1 engines are not lasting 1 race distance in most cases. Also Honda's Indy engines are made by Honda North America while Honda's F1 engine are made by Honda Japan.
