I researched about it and scientifically headlights havenothing to do with fog no matter which color.
Fog is 1 foot above ground. So you have to put high intensity lights in the bumper section. I don't know whether philips lights can be put inside bumper and have to be waterproof due to rain n etc. The connectors have to be water proof.
The moment i get a car, i use philips lights costing 5000 rs maybe. If i could i would have put one in bike butbike beam is not good it spreads the light and affects others.
And dont go for vheap high intensity blue tint lights. The whiter it is the better.
Dont belive me. Try high intensity lights on bumber and use them in fog.
Neither many people know about fog lights nor tyre pressure importance sometimes.

Thats why bus drivers have a separate set of lights on their front bumper in the center.
