Dude you have yourself stated a controversial, and dare I say racist, statement that people in Islamabad are better human beings than Karachi. This is a lot of generalization based just on very few cases you have seen. Good and bad people are everywhere. You may meet even 10 good people there , but that can't still be generalized.
My experience with people around the country and abroad is a lot different than you and trust me I have traveled and experienced a lot of people with different backgrounds. There are various issues with people everywhere within cities and villages in Pakistan and outside the country. You can't just state that people in one city are better human beings than other as not only it is based on insufficient data or research, it is completely nonsense for many people who have experienced otherwise. You may compare one aspect of their personalities (such as conduct, education, personality, professionalism, honesty, religious inclinations, hospitality, tradition, progressiveness, patriotism, intelligence, corruption etc) and how it differs from people from other cities if you have enough observation points and experience, but generalizing further to say them as better overall human beings is taking it way too far.
