Usually in scenarios of drag racing. On front wheel drives, it's common to lower the front end for improved 60ft times and getting the car up and going from a stand still. Lowering the front end helps one to play with the front to rear weight transfer. Also a stiffer front end helps avoid wheel hop.
It's a FWD drag race thing.
