Fuel Average of Toyota Vitz 2009 1.0 Liter

Assalam O Alaikum Brothers.
I have Vitz 2009 1.0 B Package , it has done 100000 kms, engine in quite good condition but facing fuel average problem since bought. In local drive within Rawalpindi-Islamabad it does only 8-9 kms with AC driven with extreme caution with very light foot.
I got its spark plugs changed with Toyota original Irdidium ones, throttle body cleaned, CVT oil changed, O2 Sensor changed but still its behaviour is same.
Went to different mechanics who as expected don't have any idea whether there is some fault or not.
I am going to sell it to buy MIRA, since we need a small car only for local routes.
Engine oil being used is ZIC 10W40 Synthetic.
Tyres are not stock rather 185/70/14.
The only thing that remained untouched is CAT, since there is no checklight or error code in scanning.
I wish to sell it to buy MIRA as we need a small car for local use.
I request you to guide me whether there is something wrong with car or this is the ultimate avg that I can get?
Or whats the normal local & long route fuel avg of Vitz 2nd Gen 1.0 Liter.
I shall be extremely thankful for your valuable guidance.

Fuel trims data inspection and CVT shift points and base pressure inspection required.
8-9 is too low.

If the vehicle is driven in extreme rush areas like pwd, west ridge , main Murree road , saddar then avg is perfect.
Mira and other 660 will also do the nearly same like 10 max on these routes

Thanks alot for your guidance, yes this avg is for drive in within Rawalpindi like Commercial market- Murree Raod etc.
On long routes , Kashmir Highway, Expressway its perfect n does around 80-90 kms in one bar which I suppose is 17-18 kms/Liter.
But brother when driving in D it does bit of missing the moment foot is lifted of the gas pedal.

Can anyone help to know the eaxct amount of fuel in one bar shown in fuel level,so far searched from

the Owners Manual I found.
Capacity of full tank of Vitz 2nd Gen is 42 L with almost 6 L in reserve , if there are 8 bars does this mean that one bar of fuel level is equals to approx 5 Liter?

yup most probably but different bars acts differently we cant exacly say every bar consumed 5 litre and ur average is perfect in city and ur traffic routines its perfectly fine
