Fuel Consumption and Pick

I have Honda City 1.3 MT 2010 model. I am feeling little strange behavior of my car please share experience if you felt similar behavior.

When i press accelerator after shifting any gear fuel consumption gauge show very high fuel consumption and pick up is slow but when i release pedal and again press it softly, fuel consumption become normal and pick also improves.

When i shift from higher gear to 2nd gear, pick of the car is very very low.

i always driven my car on petrol
164000 km driven
currently average fuel consumption is 11.5

i have done all except
fuel filter
timing chain check
fuel injectors
no heating issue
but i m not feeling jerks in driving so i concluded that fuel filter and fuel injectors r good, am i right?

no check engine light
and when i tuned up from Honda they told me all sensors r good
plz let me know how to identify bad fuel filter and suggest any good mechanic in Lahore
