You should really consider your driving style and driving conditions as well. What part of town are you in. If its mostly signal traffic and congested areas with a heavy foot, short distance commute like this will always have a low mileage.
On the other hand, you are saying i get 13km on highway which is also near the average mileage of this car , again your foot seems heavy , This car performs best in 4th and 5th gears at 2000rpm (55-75kmph) speeds the best i got on ring road (from Bahria to Dha V and back i.e 67km round) was 24kmph this is absolute hypermiling with rpm set at 2000-2100
Furthermore, a highway trip to Northern Areas and Nathiagali 1200Km round, with a heavy foot, 122-125kmph and mountain climbs, some idling with AC at Rest stops for upto 20mins at time, the averge (refil method) came out to be 13.3kmh, I have not tuned or serviced the car since 40,000km and mileage now is almost 100k with factory iridium plugs on a 195 ,Michelin Energy Saver+ tires.
