Sounds about right, In Lahore ring road if driving at 100kmph it will give much less avg than at 80kmph, the car is optimized for 2000-2100rpm at 5th gear (65-75kmph) if you drive constant at this speed without braking or accelerating (Decelerating) if you need to pick up speed lets say 80-90kmph you increase it for 10 seconds and reduce back to equilibium. But on highway at 120-130 it gives close to 18
P.S: Above findings are just experimental , i donot normally drive like a shekh "hypermiler" chilli , My recent trip to Bhurban and back was 1200km in total and average came out to be 13.5 which includes quite a lot of idling with ac (for family and kids) and then there was a time when i had to climb the murree hills, bhurban hills etc, did a few chores, jeekha gali and murree courts) on display it was showing 15.9 and after calculating it was 2.5kmpl less than the display.
