Fuel Consumption of new car

Hi!
I bought a new honda city prosmatec (1.3L) recenty. Its 4300km driven but what disappoints me the most is that Iam not getting a fuel average anywhere above 10,10.5 eventhough I travel daily from rawalpindi to islamabad.

People say that it will improve after the first oil change. Is it the case.?
I have heard people getting 12-13 on the same car

Yes it increases after 10000 km. and on the rooads like islamabad 14 to 15 km average can be achieved easily
