Fuel consumption Toyota Aqua 2015 urban X issue

I have Toyota aqua 2015 urban X
I am facing a problem of fuel consumption the average fuel within city for very short distance like 1 km or 2 km it's giving 13km/h ..the average only goes up when I go for long routes
I have heard aqua normally gives 19km/h

I have changed oil
I have changed all filter
Hybrid batter I performing on 79/%

Hybrid vent is clean I have done almost all the things
But still facing Same issue

I recommend you take a look at your tires all the information that you need will be in the door jam of the car or the user manual like the size and air pressure. Furthermore, look at the oil weight and especially in Pakistan whether it is genuine or not. I hope this helps you out, I do not own a hybrid so I have no experience or suggestion there but someone else might.
