you may be able to drive in pakistan with UAE international license but as said it will only be valid for a year or so, you have to get license in pakistan as per procedure (unfortunately) 1st you have to get learner license and after 40 days of getting learner you will be eligible to give test and get your driving license which will be valid for 5 years.
i applied for learner when was in uni but didnt completed anything and forgot about it, then after getting license here in UAE, was in paksitan on vacations so thought to get the license and i went there and asked if this UAE license can do any good but they said nahi sir yeah waha ka license hai ise waha he rakhe idhar nahi chale ga, and i said i wont even make me eligible to skip the learner part and i direct go and give test, he said nahi sir idhar ka rule or hai, and i was like i aint gona wait for 40 days 
but when i went to proceed luckily there was a record in the system that i applied for learner like 7/8 years (from my uni time) back which helped me, so they renewed my learner license with said i can give final test anytime i want.
got my license with-in 15 days, after the test part. (Lahore, Punjab)
