Getting Vehicle Transfer in expired Biometric in Islamabad

I purchased a Toyota Aqua in June 2023. At the time I was also provided with a biometric tht was valid for one month. However, I was under the impression that the vehicle could be transferred at any time. I moved abroad for a few months and now someone told me that I'll have to pay upwards of 60 thousand ruppees to get it transferred.
I can still get in touch with the previous owner.
Is there a way to avoid that heavy penalty?

sir just request previous owner to provide fresh biometrics and there will be absolutely no penalty to transfer the vehicle now.

I'm in a similar situation in lahore, only difference is that I didn't ask for biometric. they randomly sent it in WhatsApp.
It was my first car, they send me a picture of open biometric and I thought it is some kind of car document and I did nothing. now when I want to transfer there is a hefty penalty.
can someone tell me what's the process to avoid this panelty fees in Lahore ?? is it the same ? because I can get help from the owner, but I don't know if the process is the same for Lahore ??
