Guidance needed for Swat trip with Friends in Winter of 2016?

Dear Gurus,

I am planning to visit Swat in December (3rd week) i.e malam jabba, Bahrain, madyan, mahodand, kandol,kalam, ushu . Please guide me that :

1. Is December a good time to visit Swat ? are hotels, taxi fares reasonable during this period (compared to June July) ?

2. I want to visit in winter to see snowfall.

3. What is the best place in Pakistan to see snow fall (apart from Murree) and in which month ?
