They may or may not be HIDs. Xli has got separate bulbs for low and high beams. That guy left the low beam as it was and changed the bulb in the high beam with either HIDs or the blue tinted bulbs that throw white light.
Cultus on the other hand have only one bulb with two points for each low and high beam. You can't get one bulb with different colored beams as the outer glass would have one color only.
If you go for HIDs, two points, each side will have two bulbs/tubes in it. One would be the regular HID tube throwing bright light and one would be H3 bulb attached with it. The H3 would work as the low beam and will throw pale light and HID tube would work as the high beam.
Below is the picture of an ordinary bulb in any cultus. Notice the two filaments for low and high beam in one transparent bulb.

Below is the double point H4 HID. In this picture, the smaller bulb (H3) is tinted in blue, you would get transparent and the other tube is the one with High Intensity Discharge.

Mind you, if you go for these HIDs, the visibility on road will REDUCE a lot, specially on low beams...
