Headlights not focusing on road and horn problem

My cultus heads lights is not focusing on road what to do I have shown to electrician but he said its ok its giving light on the road but when I drive at night its dull electrician putted one relay but nothing happen and when I on the ace mostly the horn doesn't work it give sound in side the car what to do need help

Do this in your garage or if it is not big enough find a wall and level ground.

With lights on touch your bumper to the wall and mark the position of lights on wall. Then reverse till around 20-25 feet and mark the new positions on the wall. The new position should around 1-2 inches below the old mark.

There are screws on the light for adjustment.
