Help needed for registration of 1984 Landcruiser

I am buying Toyota Land Cruiser FJ40 1984 from someone in Mardan through Pak Wheels. Its an army auctioned jeep and was auctioned in Dec 2015
My question is since it is unregistered for the last 9 months will i have to pay fine/penalty as well when i will go to register it?
Secondly is there a tax on 32 years old jeep as well?

I thought of doing the same. Was getting a good neat and clean army auction FJ40 in running condition but when it came to registration i found out that Motor Vehicle Registration ppl do not register it till and when one pays WHT (withholding tax) on the vehicle and the rate was prohibitive for the 4000cc 2F. The registration cost was turning out to be more than the actual cost of the jeep as 4000cc vehicles come under the super luxury tax bracket. The only solution given to me by the 'dealer' was under reporting the engine as a 1499cc one as there is no written proof on auction papers of the engine capacity and i was told he could get this done as he had contacts. I was a little wary of going about doing this but the thing that totally made me back off was the chassis plate with the engine number which clearly states the engine capacity as being 39** something. Which means if one gets pullled over by Excise ppl and they check the book vs the chassis plate u can say goodbye to your beloved jeep. That's my experience. Would love feedback from someone who has actually done it.

I recently restored an Army Auctioned FJ40 1984 model 4200 cc 2F Petrol Engine and got it registered (Abbottabad No) and total i was charged Approx 31000 (This included 10k fine as it had been 9 months since Army Auction)
