High RPM and Low Speed - Honda City 2016 MT

I recently bought a Honda City 1.3 2016 MT. The odo meter reading is 112000.

I feel that my car is underpowered on low gears and the travel is not smooth (1st and 2nd). It feels that the car doesn't have enough power and is being dragged when I try to increase the speed in the first two gears.
The rpm goes up to 3 - 4 when I try to achieve 25 kmph speed in first gear.

Is this normal or do I need to be worried about it?

Most likely clutch plates are gone.
Clutch pedal hard or soft?
Where is the clutch bite point?

Also perform compression check from good mechanic. Is it reducing oil or giving smoke on cold start.
