Grace will have better fuel economy and more features, and probably better built quality as well, however keep in mind that it is a 5 year old car, so you have no idea how it was used. Personally I'm not in favor of buying used cars, especially at such a high price point, and especially especially jdm imports. However, if you can find a good, clean, and well-maintained grace, then it is an excellent car. One issue with the car is the DCT transmission, be sure to have it inspected by an expert.
Regarding the current Honda city aspire, it is also a good car, but its not value for money. Personally, if given this budget, I would go for a new corolla 1.6 altis as its a much better car except fuel economy, however its not all that different from city 1.5(max 1-2 kmpl difference). Otherwise, if you are willing to go for a used car, then if you can fine a low-mileage grande 2016-17 in this price, then that car is also much, much better than both city and grace.
