Honda Deluxe top speed is just that. The reasons are multiple - first, its a Euro 2 compliant product. Which means the jetting on the carburettors is leaner (less fuel) and the exhaust is more restricted with catalyst converters. The second is the final drive ratio - as far as I'm aware, the final drive ratio is no different from previous models, the 5th gear was added so that the bike accelerates quicker via shorter gear ratios (though honestly speaking, it didn't have any noticeable difference in my humble opinion).
Lastly, aerodynamics, tire size and pressure factor a lot. Check the tire pressure. I find that 5-10 psi above the rated pressure increases top speed, but sacrifices to wheel lock under hard braking. If going for triple digits (100 or more) try that. Just don't call me if you crash
