Honda City 2006 low mileage issue

My father’s City 2006 Manual (1 Lac KM driven) is giving 7.5km/l average. There is a clear smell of unburnt fuel when you smell the exhaust. Seen a few mechanics but problem still not resolved. Issues according to different mechanics:

Tapet and throttle body service, this was honda 3s, got it done but no impact
catalytic converter cleaning according to one mechanic, told him to do it, found out there is no cat converter in the car
fuel pump according to another mechanic (didn’t make sense so didn’t change it)

Please guide what could be the issue here - it has become a huge headache now.

No check light at all. What does "running rich" mean, and what could be the reason for it?

Experts - anything to check other than fuel injectors for this issue?

Plz check oxygen sensor the one installed at the back of the engine, computer will show cynocydle reading if its working fine also clean the map sensor.
