Well, he didn't ask whether the car has won 'Beauty Pageant' or not. Economical cars are for what their name suggest, to be economical. No point of bashing a car just because of the way it looks (in this segment of cars).
For the question asked, you can get a clean WagonR in this price but finding a clean City may be a bit difficult but not impossible. You may not like the way WagonR handles compared to City but suspension is good enough and both are fuel efficient as long as the car is not filled with people.
Now, what you can do is try to find a clean Honda City, if unsuccessful, get a WagonR and change the tyre profile to 14 inches (the Indonesian AGS version, same country from where PakSuzuki imports WagonR stuff or initially imported CBUs, comes with 175/65/14, 165/70/14 is good enough too) to improve the handling.
