Yup, India is the biggest market for City, bigger than thailand now so Honda will concentrate and work there. Also Honda is present in India as an entity not through local partnerships IIRC (like here)
Pakistan, unfortunately, as a market (size, buying power etc) is more comparable to Srilanka or B'desh. Thus market powers might be driving decisions more than anything. esp considering that most have already spent their incomes on IMC!
