Alloy Wheels and ICE* are Considered as Accessories for most cars.Mostly High End Options comes with Alloy Wheels.In this case ,may be Honda want to strip the city to get a Cheaper Basic Version of City ?Check this Link for Honda City ,where Alloy Wheels are shown as Accessory!

The top spec VTi-L model being tested seems a bit lacking when it comes to features; alloy wheels, power windows, power mirrors, cruise control and central locking about top the feature list off. A single-disc CD player and average sounding four-speaker sound system leave a lot to be desired. Although, it does offer MP3, USB and iPod integration.
But,Honda cars are not cheaper cars and I think Alloy Wheels are all expected.I think Honda have resolved this issue now?
In India ,many dealers will offer a discount+accessories for a new car purchase.But this Honda City seems to be the first case I am aware(of medium luxuary sedans) of where Alloywheels are not standard part of the car.Honda Actually Builds good cars.Only Problem I heard about a major car company is Skoda(Subsidiary of Volkswagen) whose Service support seems to be Bad.
MRTP act is MONOPOLIES AND RESTRICTIVE TRADE PRACTICE COMMISSION .
