Honda City maintenance and fuel economy

Salam brothers

I recently bought 2014 honda city 1.3 manual. The car is 70k driven. I want to take suggestion regarding its maintenance and tune up.
The only problem that i am having is that the car is giving low fuel economy. It shows 14.5---15.5 on meter but actually gives around 11--12. Apart from that the car is ok and has no issues.

I am thinking of getting the following parts checked / serviced.

-- spark plugs
-- fuel injectors cleaning
-- fuel pump and fuel filter cleaning
-- throttle body cleaning
-- air sensor and MAF sensor
-- catalytic converter and oxygen sensor cleaning

Please suggest me should I get all of the above done as they fall under essential maintenance ?
I fear that tampering with so many things might lead to new problems.

Please suggest me what to do and also tell if I have missed any part that should be checked and maintained.
Plus I live in islamabad and a suggestion for a good place to get the above done would be very helpful.

2016 41k city 1.3 owner. 13 on meter and 11-12 actual. With very light foot driving and zero idling with ac. I think this is the max you can get. Anything above it will require frequent visits and a hefty amount.

12 in city drive is Normal. Don't expect more.
It'll give you 15-16 on highway
OEM Spark plugs last for almost 1lac KMs
