For that you always have the option to buy a Gli, Which you dont, IF a basic City was avalible it would have been cheaper too. Similar case with Civic, Civic EXi was priced more or less near Gli untill they ended the EXi trim.
Ending the Exi trim for Civic doesnt means that City comes to Corolla level. Its like comparing a top of the line Swift A/T NAVI to Xli and saying Swift is 1466 and has everything while XLI 1499 doesnt even has Wheel caps.
Compare similar level trims when your comparing City and Corolla, Before 2004 City was always avalible as EXI and EXIS, so if your comparing a power pack city compare it to a power pack Corolla simple.
Saying xli doesnt has power windows takes you no where when starting a converstaion, Its simply a stripped down version of the 1.8 Corolla Altis. If you has a such a civic it would be priced similarly, If you had such a City it would be priced lesser then a Swift.
Whats the fuss about Xli not having features,? Buyers know what they are buying and pay for it, If you want a power pack Corolla pool in money and get a Gli or Altis.
If you dont wana put in money still want a Corolla get a Xli.
If youre getting a Xli in the price of a Swift and City you would obviusly be loosing some features. Now dont start that Pakistan is the only country having a basic Corolla.
