Honda manuals have traditionally been low geared - it's to make up for their lack of low end torque.
It also makes sure that the driver doesn't have to downshift when overtaking at high speeds, or climbing hills. Personally, I don't mind changing gears often - that's the fun part about driving a manual - but the average consumer doesn't like to change gears frequently.
Manual sales have been declining in Pakistan anyways; Honda probably doesn't see a point introducing 6 speed manuals when everyone is moving on to CVTs anyways (ignoring the fact that it's a stupid, useless transmission type.)
