Depends on the condition of the car. If the car just needs a shower to freshen it up and some minor mechanical work (read regular maintenance items) and is fine otherwise, then maybe 150k would do. But in the current economy, you would need atleast 300K to bring it to a decent condition if it's an orphaned/neglected car.
If it has rusted wheel arches and pillars, you would need 120-150k alone just for paint and denting.
If it has missing interior parts and outer trims, that alone would set you back 20-30K.
Suspension would cost around 50K for new bushes, rack end, tie rods, etc. + kabli struts
Lights, bumpers new would be 30-40K.
So on and so forth, and you havent even touched the engine yet.
So no, 150K is nothing to restore a Civic EG.
The last EG that I had, I owned it for 10 years with regular maintenance, I still put 800K on it when I restored it to OEM+ specs. And this is 2020 money.
