Exactly I have read same but i am getting voltage on both wires

I have searched on internet and some people also see constant voltage. One reason could be the ground is too quickly pulsating that the multimeter cannot view it. Only a multimeter with frequency adjustment can see it.

But first try another iacv

1st solid ground
2nd solid 12volts
3rd Pwm control signal.
pwm ( pulse width modulation) means you can control the voltages with pulses. in easy words.
you can control the speed of motor with it.
you need an oscilloscope or a multimeter that can read the frequency. then you can see how ecu is sending the pulses. in a graphical form

This thread is quite useful and its for honda s2000 but thanks for sharing this piece of information and for all your efforts. The mechanism of s200 IAC valve looks a bit different from civic.

Yes honda has a habit of giving different sensors in same era or even same engines.
Mechanism is same. Pwm controlled.
Try different iac. Don't believe in scrap yard sensors they are usually bad.

I think i won't get a new iacv for 96 civic at least not in Pakistan
But i can get online

I am also getting pulses on my speed dial
Needle dancing up and down while switch on engine off

Yes you can get online.
Can be short in wiring or can be sensor.

Will get the vss checked...but failed to find good auto electrician here in sialkot so far.

Get it scanned first.

Check vacuum leak first. Try blocking the throttle body with your hand the engine should stall.
The engine no looks stamped. Look for the head code you need to have matching ECU for the head not the block IMO. PEJ Ecu is a headache I dont know what is it looking for to bring the rpm down.

Hammi bhai it does stall if i block the TB whole completely with my hand i have done thia couple of times so this means there is no vacuum leak if i am not wrong.

I went to one last year to get thi idle issue fixed he checked the car for a while with scanner and all pulled out plugs cleaned them after that he said ho jaega 10 hazaar lagaingay gaari chorh kay jaani hogi 2 din baad milegi i said okay main baad main aonga they he sent his shagird back from inside to fit all the unscrewed parts & he intentionally left the screw loose for MAP sensor & when i turned ignition on the car started hunting badly i was like what the fish when i came to workshop it was only high idle but no hunting what has happened suddenly i pulled over & checked everything and found map one screw was full loose i just tightened it & hunting was gone....

We have such kind of ustaads here in Sialkot sadly
