Honda Civic 2012 (8th Gen) Engine Leakage and Engine no Tempered/Punched

I availed the vehicle inspection service of olx for Honda Civic 2012 (8th Gen). The guy told me that the engine is changed and same engine number is punched on the new one. Can you guys please have a look on the engine number image and let me know what are your thoughts on it? Does it look like tempered/punched?

Another question, the guy said engine seal leak is present and oil is leaking from there. I got to know there are multiple types of seals there. Can you please tell me if it's engine seal leak issue or another seal issue by looking on the pictures?

It's crank seal is leaking.It,s not that hard to replace.The seal is located behind pulley.Pulley will be removed and seal will be replaced.

punching old engine number over another engine is illegal. changing engine number over registration book is legal and acceptable to excise & forensic lab.

2 reasons i collected while reading here are as following:

1. the block over which the number is punched may be from an stolen vehicle registered under an FIR. if forensic lab can trace the old number over the block scientifically vehicle will be impounded.

2. no 2 vehicles can have identical engine number., you never come to know until there is a spot check and data verification generate an alert.
