@ FaiezCivic: You can safely boost a stock D16 upto 8 psi. 10-12 psi if you really want to push your luck and provided you have the right fueling, timing, intercooling, etc. 1 bar=14.7 psi of boost. That's not something i'd feel safe with. You're bound to screw something up sooner or later without extensive tuning and gadgets, if you havent swapped in forged internals.
B16A would def be a better option provided you can find one these days in good condition or good price or both. As far as used parts are concerned, i have a used turbo setup running on a JDM D15B in a clients Civic. He's wanting to part out with the kit so he can revert to his stock setup and dispose off his car. He's asking 30K for the complete kit, which includes turbo (not sure which one) with manifold and lines, twin surf intercoolers mated as one big FMIC, piping, intake, and its and bits. No issues whatsoever, and works like a charm in his lightweight car, trust me. You can have a test ride if you're up here in Isb and we could sort things out further if you'd be interested.
@ shiwani: Depends on what kind of powerband interests you. I'm more of a low-down torquey motor fan and not really impressed by gutless motors that you have to rev the crap out of to get a second's worth of adrenaline rush (no pun intended to B16 owners). That's the reason why we opted for the J18A over the G13B, even though it would've been cheaper and easier to swap in the Khyber. The J18A makes peak torque at just 2900 rpms, and that too without any turbo lag, so you can imagine the amount of fun it generates in a lightweight hatch such as yours.
But like i said, whatever fancies you. If you like high-revving motors than i can arrange a nice, clean G13B for 55K complete with manual transmission, ecu, wiring and accessories. Local ones can probably be had for under 35K i'm thinking.
