Cc or displacement is basically the volume through which the pistons can move from top centre or top dead centre to bottom centre or bottom dead centre of the cylinder. Of course a large displacement can hold more fuel and air mixture and thus a bigger explosion/power per cylinder stroke so larger displacement usually means more power, all other things being kept constant.
Torque usually means the pulling power of the car. The more the torque a car has, the more the pulling power. What moves you from standstill to a certain speed is the torque, but what keeps you constant at that higher speed is the horsepower.
To maintain a higher speed, high horse power is needed.
