Dear friends : -
My question is how can i buy a car in pakistan .. i have no job . My father is overseas Pakistani . He sent me money ( remittance ) to buy a wagon r .. i want to earn money through careem . I am not filer . I have no income . Plzz help me .

One way can be file nill return become filer and purchase the car

Be very careful! These days Careem and Uber are not generating good return. Driving 12-14 hours daily for return of maybe 2,000 rupees per day. Then add oil change and other expenses. Your income will be disappointing. Best you should start by becoming a driver (employee) of some vendor in Careem/Uber and experience yourself the tough duty and minimum earning of these apps. In 1 month if you still want to continue only then you should make investment in wagon R. future of careem/uber is uncertain because:

1. Govt. of Punjab has started crackdown against Careem and Uber. If you are caught by LTC, your car will be locked for 7 days. You will be fined 500 rupees every time you are caught.

2. Punjab assembly has received proposal to convert Careem/Uber into government company. So future is at risk.

I will sincerely advise you to seek other options. If you still want to drive, buy a slightly used good condition city/corolla and rent it out monthly to some hotel/multinational company, etc.

Still if you want to buy new WagonR, file your return with advice of competent legal advisor (it will cost you 2-3000 rupees) instead of asking strangers on internet who have no idea of your income, property, etc.

If ur father is an overseas pakistani u can buy in his name the restriction is only for residents of pakistan generating income here and not filling returns it's best to be a filler anyways but this advice is for ur scenario

Overseas Pakistanis can buy cars and property! They are exempted!

The finance minister announced that the restriction on non-filers on the purchase of cars and land is being reinstated. Overseas Pakistanis, buyers of motorcycles and rickshaws of up to 200cc engine capacity, and widows will be exempted; the latter, however, only on inherited properties.

Please completely go through the sources which I have mentioned. Regarding the method that how car will be registered, you may need to visit the relevant Excise and Taxation (E&T) Department for more details.

Although highly not recommended (since your father is there, and everything will be valid and legal if it gets registered in your father's name), but another option can be to have some relative or friend of yours, who is Active Filer; have the vehicle first booked and registered in his name, and then transferred in your name after some time.

I guess, there is ban on first registration. There is no ban on transfer of ownership of car after first registration.

I would strongly recommend to visit the concerned E&T department, get all the details and have the vehicle registered in your father's name. It will be the most appropriate and legal thing.

But for that, he will have to file returns for 02 consecutive years i.e. 2017-2018 as well as 2016-2017.

Filing for just 01 year is not enough and it will not make one an active filer, and have his name on Active Tax Payers list.

If the deadline has not passed, then he can file for 2017-2018, but not for 2016-2017, because its deadline has passed last year. If he files for 2016-2017, then he may be served with notices, penalties, etc. for late filing (as is happening with many people here).

The ban is on first registeration only if u check on mtmis punjab the option is there for filler and non filler for second transfer
I just witnessed a transfer of a wagon r 14 model a week ago the withholding tax for filler was 9000 and for filler was 3000 the purchaser paid 9k as he was non filler

A very few days before I met a cream driver and asked him how much he earned in one month. And he was like please do not ask this hurting question. Then I said why?
