How can i change ownership of voice vehicle?

I have bought voice vehicle now which is clear from cplc, i have given file to agent for transfer ownership but after 5 days he called me and said that your vehicle is lock from excise and they are not transfering ownership and previous owner should clear the vehicle from excise, can any one guide me what should do?

Call the previous owner from whom it is purchased, he may have been played and he locked the car
