Its not true for all cars. I've seen a couple of owner manuals with 4 digit PIN code engraved on a small metallic plate and pasted on the owner manual. Sometime people confuse it with stereo security code. Even if someone loses this code, it can be pulled by a specialist software via OBD interface.
