well its normal practice of our mechanics to remove the valve. Valve function is to regulate colant circulation according to engine temprature, it will open when egnine is going too hot than required and it will close when engine is too cold for its optimum operation. If will also help to warm up the engine quicker in cold mornings.
while a stuck valve can cause over heating or no heating in cold weather, its good to replace it and not remove it completely. If you still having over heating issues after that, then problem lies somewhere else so fix that. it could be clogged radiator, a faulty thermostatic- fan switch, or worst a head gasket!
