How to block a car in Pakistan?

I have sold my car to a buyer but now he is not transferring it in his name, he has also made a violation recently and did not pay the violation.

What is the method to block the car from my name? Excise helpline is telling me to have a FIR and then go to the office, and I have been to the police station but they are saying that there is not FIR for this.

I have not been to the excise office myself but only called their helpline.

I have a paper that was being presented to us by a middle man car dealership but it just says that I will be responsible if car paper does not checkout in three days, which is not viable here.

I just want to abandon that car, not being on my name, what can be the procedure here?

if you have the details of buyer as in cnic & date of sale document, make copies and write a letter to respective regn office. submit the information as car sale on (date) to mr. so & so and you have no reference or attachment to that vehicle since (date). If it is not transferred as on (date) please block transfer to any 3rd party other then original buyer as per details attached.

Send that letter by TCS hold the dispatch receipt and proof of receipt at Excise office.

If the original buyer gentleman comes to you make sure you act polite and accompany him to excise office for immediate transfer at his risk / cost.

Simple hire an agent and block the car’s registration. He wont be able to sell further and not pay the tokens etc…
